Listing requires an API key

What it means

Listing notices needs an API key, and none was sent.

What to do

Send a key carrying `notices:search`. Without one, the same notices are published as pages at https://fentlig.se/upphandlingar, as Markdown at the same addresses, and in https://fentlig.se/llms.txt. A single notice needs no key: `GET /v1/notices/{id}` and `GET /v1/notices?slug=` both answer without one.
